When my daughter (now 25) was very little, I cleared a small low cupboard in the kitchen and it was her own. In it she could keep any sweets or chocolate that were hers. She knew she could choose from the cupboard anytime but only when she had had her main part of a meal. She has never had any problems because the sweets were not a banned or restricted item, she didn't need to hide them, or feel bad about eating them. It also instilled self control I think, as well as it being hers and she had control over it. She never gorged herself.
